2026 City Pavement Rehabilitation Project
Overview
Area 1
Approximately 1.2 miles of roadway are proposed to be improved in the Fox Hollow neighborhood. The area proposed for improvement is shown in more detail on the map to the right.
This area has not had major rehabilitations performed since the original construction (only maintenance activities such as crack seals, chip seals, and pothole patching). The project is in the final design phase and the improvements include:
- Pavement and curb reconstruction
- Stormwater management
- Sanitary sewer repairs
- Watermain replacement
Area 2
The improvements in this area include:
- Pavement resurfacing (Mill & Overlay)
- Spot curb & gutter and sidewalk replacement
- ADA improvements
- Sanitary sewer and Watermain spot repairs

NOTICE: Please refrain from parking on the north side of Fox Hollow Dr. as indicated by the No Parking Signs. Limiting parking to one side of Fox Hollow Dr. is intended to create a safer environment by improving visibility and providing adequate space for the movement of vehicles and pedestrians.
NOTICE: Door hanger notices to be handed out to residents in Phases 2 and 3 informing that access to driveways will be temporarily unavailable due to the construction activities.
Construction activities planned for the Phase 1 area for the Week of August 10th:
• Begin landscaping and site restoration.
Construction activities planned for the Phase 2 area for the Week of August 10th:
• Continue street subbase reconstruction.
• Tree removal and clean up at stormwater pond inlet points (potential for this work to be pushed to the following week).
Construction activities planned for the Phase 3 area for the Week of August 10th:
• Begin removal of the ground-up pavement materials.
• Finalize temporary water connections and begin watermain installation.
• NOTICE: Door hanger notices will be handed out to residents in Phase 3 of an upcoming temporary water shut-off required to transition from the existing watermain to the temporary water service. The door hangers will include information as to when the shut-offs are scheduled to occur with the estimated duration. Included with the door hanger are instructions for residents to assist with completing the connection of the temporary water service by turning off/closing your water meter valve. The valve is located below your water meter where the water service enters your house. If you are unsure how to turn the valve off, please call Lowell Moon and assistance can be provided. This will only take a few minutes.

Construction activities planned for the Phase 1 area for the Week of July 27th:
• Concrete curb work. Residents will not be allowed to drive over the new curb for a period of approximately 7 days unless notified otherwise.

• Finalize watermain installation and begin storm sewer installation.
Construction activities planned for the Phase 3 area for the Week of August 3rd:
• Installation of temporary traffic control and erosion control signage/fencing/other features.
• Begin curb, street pavement, and driveway pavement sawcutting and removal.
Phase 3 Residents
• Temporary Mailboxes: Mailboxes will be removed starting next week. Temporary mailboxes for Phase 3 residents will now be installed along the driveway up to the North Lotus Lake Parking lot off of Pleasantview Rd. Look for an updated notice.
• Irrigation & Pet Fencing: Residents are asked to mark any sprinkler heads, underground wires, or fencing near the curb to help crews avoid damage.
• Landscaping: Residents are asked to relocate any plantings near the roadway that they wish to save prior to work beginning.

For property owners in the Fox Hollow project area who have inquired about replacing their driveway in conjunction with the project:
We have created a list of interested property owners and provided this information to the contractor, GMH Asphalt. Typically, we receive some inquiries about full driveway replacement (paying the additional cost to replace the remaining portion of asphalt driveways). Please understand the City does not require the contractor to perform driveway replacements but they can quote them to property owners if they have an interest in the work. GMH Asphalt has indicated they will provide a quote to property owners for full asphalt driveway replacements. After GMH Asphalt provides their quote, the property owner can determine if they would like to have them complete the additional removal and replacement. Once the full driveway replacement work is completed, the City will write a reimbursement check to these property owners for the portion of the driveway replacement work which is within the current scope of the project. Houston Engineering can calculate this amount for you ahead of making your decision. This amount will be the cost the City would compensate the contractor for the replacement of the portion of your driveway the project needed to remove. Property owners who choose to hire their own contractor to replace their driveway will also be eligible to receive a similar reimbursement check. If a property owner decides to hire GMH Asphalt or hire their own contractor, please note the work must be completed in 2026 to be eligible to receive a reimbursement check. Driveways cannot be left with a gravel patch over the winter.
For property owners who have expressed interest in paying the additional cost to replace their entire concrete driveway and also for the property owners who have expressed interest in paying the additional cost to replace their asphalt driveway with concrete, the concrete subcontractor for this project has indicated they do not have the capacity to take on any additional concrete work at this time. Property owners may choose to hire their own contractor. The property owners in this situation would also be eligible to receive a reimbursement check from the City for the portion of the driveway replacement work that is within the scope of the project. Please note this work must be completed in 2026 to be eligible to receive a reimbursement check.
If you have not yet reached out to Houston Engineering about the possibility of obtaining a quote for the additional cost to replace the remaining portion of your driveway, please do so. To keep the project on schedule, we kindly ask that all coordination and decisions be made as soon as possible. If a decision has not been made on your driveway while the contractor is working on-site, they will need to repair your driveway before demobilizing from the project area. Garbage & Recycling
- The Contractor will coordinate with garbage truck drivers to ensure garbage pick-up is not impacted.
Project Reminders
- Drive Carefully: Please slow down in construction zones and watch for workers and equipment. Plan for additional time as you navigate the streets.
- Irrigation & Pet Fencing: Residents are asked to mark any sprinkler heads, underground wires, or fencing near the curb to help crews avoid damage.

Fox Hollow Neighborhood
As everyone has noticed, the work has begun in the Phase 1 area including the following tasks:
- Installation of temporary traffic control and erosion control signage/fencing/other features.
- Tree removal.
- Street and driveway pavement removal including hauling the ground up pavement material to North Lotus Lake Park. This material will be re-used as part of the reconstruction of the streets. The park will be restored following construction.
- Installation of the temporary water service.
Construction activities planned for the Phase 1 area for the Week of May 25th:
- Curb and driveway pavement removal.
- Continuation of the installation of the temporary water service.
- Begin watermain installation.

- Landscaping: Residents are asked to relocate any plantings near the road way that they wish to save prior to work beginning.

Sequence of construction that can be expected
- Removal limits of the driveways will be painted and saw cut.
- Pavement along each phase will be reclaimed (ground up)
- The reclaimed pavement and aggregate base will be stripped off and stockpiled at North Lotus Lake Park.
- Aggregate rock material will be placed at the end of driveways to serve as a temporary ramp.
- The next step will be for the contractor to dig down to the water service shut-off valves at each home and switch the water service over to the temporary water system.
- Once the temporary services are connected, the contractor will then begin digging up the old watermain pipe and replacing it. The amount of watermain that can be installed on a daily basis will vary.
- Once the watermain pipe has been installed and passed the necessary testing requirement, the water service pipe to each house will be connected to the new watermain pipe. Please note, if at any point you are having issues with water pressure it may likely be due to air bubbles inside the lines within your house. If so, please reach out to project staff and someone will come out to help flush your system.
- After the watermain and water service work is complete, the installation of the new storm sewer system will take place.
- Following the completion of the storm sewer installation, the existing clay road base will be dug out and replaced with sand. Then new aggregate base material will be placed on top of the sand making the street drive-able again.
- The next step will be to install temporary forms and string lines followed by pouring the concrete for the new concrete curb and gutter.
- The drain tile will then be installed along the back of the new curb. The sump pump drain boxes at each home will also be installed at this time.
- Resident driveways will then be installed.

Starting on Monday, May 11, City crews are planning to sweep/clean the streets in both neighborhoods. Houston Engineering and contractor team members will also be in both neighborhoods conducting pre-construction imagery. In the Fox Hollow neighborhood, team members will be communicating with residents regarding tree removal that is required to accommodate the project work.
Fox Hollow Neighborhood
The contractor will be starting the project work on Monday, May 18, 2026. Please note that the contractor (GMH Construction) has revised their phasing plan layout, click link. This revised plan is different than what was shared at the open house meeting on April 14, 2026.
Construction activities planned for the first week will consist of the following:
- Installation of temporary traffic control and erosion control signage/fencing/other features.
- Begin tree removal.
- Begin curb, street pavement, and driveway pavement sawcutting and removal.
Vasserman Ridge Neighborhood
The contractor will be starting the project on Monday, May 18, 2026.
Construction activities planned for the first week will consist of the following:
- Installation of temporary traffic control and erosion control signage/fencing/other features.
- Selective driveway pavement sawcutting and removal.
- Begin spot replacement and repairs of the existing sidewalk and curb including sawcutting.

The City Council conducted a public hearing and approved resolutions to accept bids, award a construction contract and adopt the final assessment roll for the 2026 City Pavement Rehabilitation Project, an annual street improvement effort that is part of the city’s long-term Pavement Management Program. The 2026 project includes approximately 2.2 miles of improvements in the Fox Hollow and Vasserman Ridge neighborhoods and follows earlier Council actions in late 2025 and early 2026.
Staff said the Vasserman Ridge area is scheduled for pavement rehabilitation along with select utility, curb, sidewalk and ADA-related upgrades. In the Fox Hollow neighborhood, most streets will undergo full reconstruction due to pavement conditions, along with watermain, drainage and related infrastructure improvements.
Additional updates near North Lotus Lake Park were developed through resident feedback and city coordination. Planned improvements include roadway adjustments, defined parking areas, trail changes and measures intended to reduce parking impacts on nearby lawns and neighborhood streets.
Staff also highlighted extensive public outreach completed throughout the planning process, including mailed notices, surveys, project webpages and multiple open houses. Resident feedback on roadway design, drainage concerns and assessments helped shape portions of the final plan.
The low bid for the project was submitted by GMH Asphalt, a contractor that has previously completed city street projects in Chanhassen. Construction is expected to begin in May, with substantial completion anticipated this fall and final restoration work continuing into 2027.
Following the public hearing, the City Council approved the resolutions unanimously.

Fox Hollow Neighborhood Pop-Up Meeting
As part of the upcoming construction project for the 26-01 Pavement Rehabilitation Project, the City has scheduled a meeting to discuss the proposed re-alignment options for the segment of the Fox Hollow Drive adjacent to North Lotus Lake Park. Proposed options will be presented as part of an open discussion with residents.

The City Council unanimously "ordered" the project at its November 24, 2025 meeting. There was lots of discussion and a full house of engaged residents providing comments to the Council. The Fox Hollow Drive area will be designed as a full reconstruction including watermain replacement, spot sanitary sewer repairs, storm water management and replacement of the curb and pavement. Fox Drive, however, will continue to be designed as a mill and overlay due to its newer age and condition.
The Council directed the project team to develop a design for the portion of Fox Hollow Drive by the park (the 'dogleg') that maintains the character of the existing condition, but that will also strive to improve the operations, parking availability and safety of the connection. Further outreach concerning this specific segment of the project will occur prior to the final design being considered by the City Council in the early spring.
