2025 City Pavement Rehabilitation Project
Overview
Frontier Trail Area
Approximately 1.5 miles of roadway are proposed to be improved in the Frontier Trail neighborhood. The area proposed for improvement is shown in more detail on the map to the right.
- Frontier Trail -from Big Horn Drive to West 78th Street
- Highland Drive
- Kiowa Circle
- Conestoga Trail
- Conestoga Court
- Sierra Trail
- Sierra Court
- Del Rio Drive -from Santa Fe Trail to the NE end
- Iroquois -from Del Rio Drive to Laredo Drive
This area has not had major rehabilitations performed since the original construction (only maintenance activities such as crack seals, chip seals, and pothole patching). The project area needs to be evaluated, with anticipated improvements to include:
- Full-depth reclamation or Mill and Overlay
- Spot soil corrections or reconstruction
- Spot curb and gutter replacement
- ADA improvements
- Stormwater management spot repairs
- Sanitary sewer spot repairs
- Watermain spot repairs

*The 5-year Capital Improvement Plan has been modified, and your area has been removed from the 2025 project area. On March 18, 2024, the City Council voted to remove the 63rd Street West area from the 2025 City Pavement Rehabilitation Project.
- The City of Chanhassen's Assessment Policy is intended to provide general direction to city staff and their consultants to prepare assessment rolls to ensure fair and consistent treatment of all properties subject to an assessment. This document will also be used to educate and explain to property owners about the policy. All assessments shall follow the process outlined in Minnesota State Statutes, Chapter 429, which gives the city the legal authority to assess property.

Here is some helpful information about construction around trees. It is more geared towards methods of protection, but if these preservation guidelines aren’t attainable, then removal has to be considered. Project Access:
Paving is now complete in all of the project areas. In general, traffic should be able to travel their preferred routes at most times. There will still be construction activities that could cause delays and inconveniences, but all closures and full blocking of the roadways should be finished for the year. See attached map for access and anticipated routes out of Frontier Trail.

Joanna to Frontier Court: Restoration of yards, landscaping, and miscellaneous cleanup work. Frontier Court to 77th Street: Street paving has been completed. Remaining bituminous driveways are anticipated to be paved on Tuesday, November 11, weather dependent. Yard restoration and landscaping items will continue. Work will continue grading and constructing the storm pond at the bottom of the hill. This work will see trucks coming in and out of that property onto Frontier Trail, so please continue to exercise caution driving in this area.
Access: Highland to 77th Street: Full access at most times. Street is paved.
Looking Ahead
All Phases
Restoration and cleanup work will continue this fall for the next few weeks. There is one more lift of pavement to be placed on most of the project streets that will occur next summer. Please reach out to the project team with any concerns or issues that remain on your property so they can make sure items are addressed. Please be aware that some of these items may be addressed next spring/summer when construction conditions are more suitable.
Reminder schedules and phasing are subject to change due to weather, site conditions, and other factors.
School Busing
- Chapel Hill: Busing drop off and pickups are moving between Frontier Trail and Great Plains Boulevard as needed. Please slow down and watch for students on all streets.
- Eastern Carver County Schools Busing: Now that paving is complete, District 112 busing will be working on getting bus routes and bus stops back to normal neighborhood locations. This change should occur in the coming weeks. Affected families will receive notifications from Eastern Carver County Schools Transportation. All busing questions should be directed to the ECCS Transportation Department by phone at 952-556-6160 or email at Transportation@District112.org.
Private Utilities
While outages are not expected, accidents can happen. If a utility is disrupted, the contractor will notify the provider. Please be patient during any service restoration.
Upcoming Utility Work:
- CenterPoint Energy: Gas relocations have been completed project wide. They are still working on some restoration in yards. If you have no gas, please contact CenterPoint Energy at 1-800-245-2377 or 612-372-4757
- Xcel Energy: Work should be minimal for the remainder of the year.
- Lumen (CenturyLink): Work should be minimal for the remainder of the year.
- Mediacom: Work should be minimal for the remainder of the year.
Project Reminders
- Drive Carefully: Please slow down in construction zones and watch for workers and equipment. Plan for additional time as you navigate the streets.
- Irrigation & Pet Fencing: Mark any sprinkler heads, underground wires, or fencing near the curb to help crews avoid damage.
- Landscaping: Resident’s are asked to relocate any plantings near the road way that they wish to save prior to work beginning.
- Garbage & Recycling: Some haulers have been revising their garbage/recycling truck schedules in order to avoid the construction vehicles during working hours. In order for the contractor to accommodate bringing cans to the trucks in a timely manner, please have all garbages to the ends of driveways by 6:30am. Place bins at the end of your driveway as usual. Crews may move them for pickup and return them. Labeling bins with your address helps. If your garbage has been missed and were out by 6:30am please contact one of the project contacts.

Week of September 8th
Phase 1: Conestoga Neighborhood & Kiowa Circle
Construction Activities: Curb and gutter will be curing for strength and access to those affected driveways will be available late next week. Restoration of yards that will continue with topsoil placement and seeding/sodding installation where it is incomplete.
Access: Full access at most times. Streets are paved.
Phase 2: Del Rio
Construction Activities: Crews will continue water service work along Del Rio, east of Iroquois Avenue to the Cul-de-sac. The water services are anticipated to be completed early next week. The street section will begin to be built up on the east end approximately the middle of next week. With the excavation of the street, driveways will again be inaccessible for the week during working hours. Del Rio, west of Iroquois, is anticipated to have aggregate surfacing that will be graded. The contractor plans to haul in and stockpile aggregate needed for the street construction on Iroquois Ave and in the cul-de-sac on Saturday, September 6. This Saturday work may temporarily impact traffic at times as the trucks haul in and unload but residents will have access to driveways during the day on Saturday.
Access: No access during working hours. Access to driveways overnight. Parking and entrance/exits via Laredo Drive and Santa Fe Trail.
Phase 3: Frontier Trail (Highland Drive to Kiowa Circle)

Construction Activities: Concreate work has been completed. Paving is planned for Monday, September 8. Following paving, yard restoration activities may begin.

The pavement in the Conestoga neighborhood will be reclaimed on Monday, August 11th. No parking is allowed in the street that day, but access to driveways will be available most of the day. Street crews will finish grading the road section on Conestoga Trail, Conestoga Circle, Sierra Trail, Sierra Court, Kiowa Circle, and the north portion of Frontier Trail. The first lift of paving is currently anticipated for Phase 1 on Friday, August 15th. Paving will be weather dependent and may change. Restoration of yards will continue with topsoil placement and seeding/sodding installation.
Phase 2: Del Rio
It is anticipated that storm sewer will be constructed on Iroquois Avenue and the intersection of Del Rio on Monday, August 11th. This will block access at the intersection. Crews will continue watermain, sanitary service, and water service work along Del Rio, east of Iroquois Avenue to the Cul-de-sac. Due to Del Rio being a dead-end street, residents will need to park outside of the construction area multiple days in a row during working hours while the utility & street work is completed. It is the intent of the project team to have driveway access restored at the end of each day. Please look for notices that will be delivered with more information on times, dates, and locations as the project advances.
Phase 3: Frontier Trail (Highland Drive to Kiowa Circle)
Water service reconnections will continue throughout the week. Residents will remain on temporary water for a few more weeks while bacteria and pressure testing occur on the newly lined watermain and services. Most of the remaining pavement is scheduled to be reclaimed on Monday, August 11th. No parking is allowed in the street that day, but access to driveways will be available most of the day. Street crews will finish grading the road section on Frontier Trail and repair spot curb and gutter.

Week of June 23rd
Phase 1: Conestoga Neighborhood & Kiowa Circle
Utility crews will begin watermain, sanitary sewer, and storm sewer work along Frontier Trail (from Conestoga Trail to Kiowa Circle) and Kiowa Circle area in the Phase 1 portion of the project. Some residents will be placed on temporary water while this work is completed and have been notified ahead of time if required.
Phase 2: Del Rio
Reclamation of Del Rio Drive and Iroquois Avenue is scheduled to start on Wednesday, June 25th. Please follow all posted no parking signs. This activity is subject to change based on weather. Driveway removals are also scheduled to begin starting Monday. These impacts will be short in duration as crews remove driveways and place a gravel patch back in to resume access.
Temporary water is also planned to begin being placed. This process will take some time to place and complete all required testing before it can be operational. A separate notice will go out to those requiring temporary water in this phase when hooks are ready to begin.
Looking Ahead
Del Rio will start to see more utility work begin in the coming weeks as utility crews transition to the area.
In the Phase 1 area, to date, only pavement, driveway, and curb removals have occurred in areas where utility work is already underway. In the coming weeks, crews will complete the remaining removals throughout the Phase 1 area in preparation for replacements.
The Contractor has provided an updated master schedule. Please see below for an updated timeline:

Gas main work has begun along Frontier Trail in the Phase 4 & 5 areas.
- Xcel Energy: Pole and streetlight relocations are planned. A full schedule is TBD
- Lumen (CenturyLink): Relocation work is scheduled to begin soon. Impacts should be minor in nature

Utility crews will begin watermain valve bolt replacement and improvements in the Conestoga neighborhood starting on Monday followed by storm sewer improvements in the same area. Utility work is anticipated to last approximately a week in the Conestoga neighborhood. There will be temporary closures of intersections during working hours to complete the work so please use caution and plan for more time when navigating. Temporary watermain shut downs can also be expected. A separate notice will be handed out to those being affected by watermain shutdowns with more information as needed.
Crews will also begin setting up temporary water systems in Phase 1. A separate notice will be delivered to affected homes with more details.

Tree removals are now scheduled to begin Tuesday, May 27, due to weather delays. Work will start in the Conestoga neighborhood, then move into the northern part of Frontier, heading south. Crews will focus on Phases 1, 2, and 3 for now. Phases 4 and 5 will be addressed later. Trees marked for removal have a pink “X”.
Street reclamation in Phase 1 is planned for Thursday, May 30. Please avoid parking on the street during work hours and follow posted signs.
Crews will also begin setting up temporary water systems in Phase 1. A separate notice will be delivered to affected homes with more details.

The Chanhassen City Council has awarded the 2025 Pavement Rehabilitation Project (25-01) to Ryan Contracting, with work officially beginning soon. The project includes a mix of pavement rehabilitation and reconstruction, along with utility improvements. Bolton & Menk will have staff on-site daily to monitor progress and assist residents.

Tree Story, the tree removal subcontractor, is planning to begin tree removals on Thursday May 22nd. They plan to start in the Conestoga neighborhood before moving into the northern area of Frontier working their way south. Project staff began marking tree removals this past week with a pink X. Project staff also began marking out pavement, driveway, and curb removals in the phase 1 area.

Tree pruning ahead of the upcoming construction season is scheduled to begin March 17, 2025.
Pro Tree will be the contractor for this project.
Pruning specs are as described:
- Raise all trees growing out over the road to 16 feet vertical clearance, branches that will droop down within 16 feet due to leaf weight will be pruned as well
- Trees and branches below 16 feet but within 6 to 8 feet of the curb edge will be trimmed back using reduction pruning or complete branch removal
- Deadwood 2 inches in diameter and larger over the street will be removed
- Pro Tree will handle all debris disposal.
Please keep in mind:
- Our schedule is highly variable and dependent on weather, location, equipment functionality, emergency work, and other unforeseen circumstances that may impact our ability to perform the job safely. We ask for your patience and understanding if we need to reschedule.
- We do not require anyone to be home while we do our work.
- Our production time typically starts at 8 am and ends around 4 pm.
- Please make sure that full access to the job site is provided to our crew on the scheduled date. and move vehicles that prevent us from parking our equipment.
