Overview

The Civic Campus provides offices for city staff, entertainment and recreation options for all ages, enhances vibrancy in the downtown and encourages additional private investment in downtown Chanhassen. It is made up of the city hall building, Senior Center (first floor of city hall) and City Center Park (includes skatepark, playground, splashpad, amphitheater and greenspace).

Phase 2 Construction

Phase II of Chanhassen’s Civic Campus project is officially underway! If you’ve noticed grading, digging and site preparation taking place around City Hall, that’s all part of the next big step in creating a more connected and vibrant downtown.

With the new City Hall complete, Phase II will transform the former City Hall site into a dynamic, multi-use park designed for all ages. Planned amenities include a playground, playable splash fountain, event plaza, skate park, pickleball courts and a park building with restrooms and concessions.

Civic Campus Phase 2_2 This next phase is about more than recreation—it’s about strengthening community connections. The park’s design emphasizes accessibility, family-friendly features and flexible spaces for gatherings, performances and year-round enjoyment.

Construction is already in progress and is expected to be completed by summer 2026. When finished, the new downtown park will serve as a welcoming destination and a major step toward creating a more inclusive, energized, and community-focused downtown.

Civic Campus Project History

Project Background

In 2021-2022, a comprehensive Facility Study was completed by Snow Kreilich Architects and Kraus Anderson. The study provided an assessment of the current City Hall facility as well as other municipal buildings throughout the community. The Facility Study also provided an assessment on the overall condition of the building and projected needs. In particular, the study helped the City Council understand the costs of refurbishing or replacing City Hall. City Hall was built in 1981, with significant projects in 1988, 1996, and 2004.

The current City Hall has a Facility Condition Index of 0.32620, which is critical according to this industry standard of measurement. The building is in need of new furnaces, fixes to the ventilation system to control internal humidity, new windows and skylights, a roof replacement, water heaters and water main, elevator repairs and more. It also needs interior construction such as updated restrooms, flooring and casework. The total cost to complete these projects, to make the building more efficient for staff, and user-friendly for the public was estimated at $16-18 million. The cost of a new City Hall facility was projected to be $20-24 million.

Building a new City Hall allows the project to not only impact City Hall and Senior Center users, but to create a new community focal point. The new amenities on the Civic Campus will provide entertainment and recreation options for all ages, create vibrancy in the downtown and encourage additional private investment in downtown Chanhassen.

The planning process to date has included numerous conversations and open houses with residents, the City Council, Boards and Commissions and city staff.
