Overview

An Alternative Urban Area Wide Review (AUAR) is authorized under Minnesota Rules Chapter 4410.3610 as an alternative form of environmental impact for development projects. The City contracted with Hoisington Koegler Group, Inc. in 2003 to complete an AUAR for 620 acres of property located in the 2005 Metropolitan Urban Service Area (MUSA). This study provides a framework for making decisions, including budgeting for improvements and providing a base of knowledge for development in this area.
